Fraud Claims Rock Chad Basin Authority as Staff Demand Probe Into Asset Sales, Revenue Leakages

Fresh controversy has engulfed the Chad Basin Development Authority (CBDA) as whistleblowers within the agency raise serious allegations of corruption, abuse of office, questionable asset sales, and diversion of internally generated revenue (IGR), prompting calls for urgent Federal Government intervention.

The allegations, which have heightened tensions within the Borno-based authority, center on a controversial auction exercise, suspected non-remittance of revenues, and the alleged disposal of government assets under circumstances staff describe as lacking transparency and due process.

The current management team of the Authority is headed by Managing Director and Chief Executive Officer, Tijjani Musa Tumsah, alongside Board Chairman, Prof. Abdu Dauda Biu, and executive directors responsible for engineering, finance and administration, agricultural services, as well as planning and design.

According to concerned staff members who spoke as whistleblowers, unease within the agency has intensified since the present leadership assumed office in March 2025. They alleged that several critical decisions involving the management of public assets and revenue generation have been executed without adequate accountability mechanisms.

The whistleblowers claimed that some auction processes conducted by the Authority have raised questions among employees, with concerns that public assets may have been disposed of without strict adherence to established procedures. They also alleged that internally generated revenues meant for government coffers were not properly accounted for, fueling fears of financial leakages within the agency.

The development has triggered growing anxiety among workers, who are now urging anti-corruption agencies and relevant federal authorities to investigate the allegations and ensure transparency in the management of public resources.

Observers say the allegations, if proven, could expose significant governance lapses within one of the region’s key development agencies tasked with managing water resources, agricultural projects, and socio-economic interventions across the Lake Chad Basin.

As pressure mounts, stakeholders are awaiting a response from the Authority’s leadership over the claims, while calls for an independent audit and comprehensive probe continue to gather momentum.

The allegations remain unproven, and no official reaction had been issued by the Authority’s management at the time of filing this report. However, the unfolding controversy is expected to place the agency under increased scrutiny as demands for accountability grow louder.
