The Borno State government has suspended construction work on the Industrial Hub Road along the Maiduguri–Kano/Jos Road, citing poor performance, missed deadlines, and substandard execution by the contractor.
The suspension was announced on Tuesday by the State Ministry of Works and Housing following an inspection by the commissioner, Engr Adam Bukar Bababe, who expressed dissatisfaction with the pace and quality of work on the project.
According to the ministry, the road project was awarded with a six-month completion timeline. Ten months later, work remains significantly behind schedule.
Government records show that about 70 percent of the contract sum has already been paid to fast-track delivery, while only an estimated 35 percent of the work has been completed.
“The slow progress is unacceptable and constitutes a clear violation of the contractual agreement,” the ministry stated.
A detailed assessment of the site revealed major deficiencies in critical areas, including the drainage system, dual carriageway, asphalt paving, and outfall works. The ministry said these components are “far below the approved scope of work and expected standards.”
In response, the ministry has suspended the contract with immediate effect and summoned Qumecs Nigeria Limited to appear before it for further discussions and administrative actions.
Commissioner Bababe reaffirmed the commitment of Governor Babagana Umara Zulum’s administration to transparency and prudent management of public funds.
“All contractors handling government projects must deliver quality work and complete projects within the agreed timelines and specifications to ensure value for every kobo spent in the interest of the people of Borno State,” he said.
The Industrial Hub Road is expected to improve access to the state’s industrial zone and ease the movement of goods and commuters along one of the region’s major trade corridors.
The ministry said further steps would be taken after meeting with the contractor to determine the next course of action on the project.
