Borno State Governor, Prof. Babagana Umara Zulum, has stepped up consultations with the Nigerian Army leadership, meeting the Chief of Army Staff, Lt.-Gen. Waidi Shaibu, in Abuja over the security situation and the ongoing drive to restore normal life across the state.
The closed-door meeting, held on Tuesday at the Army Headquarters, formed part of Governor Zulum’s sustained engagements with security authorities as Borno continues to navigate the transition from prolonged insurgency to recovery and reconstruction.
Although the details of the meeting were not publicly disclosed, the engagement comes against the backdrop of continuing military operations against Boko Haram and ISWAP elements in parts of the state.
For Borno, the security question remains closely tied to the success of its reconstruction agenda. The return of displaced residents, reopening of communities, restoration of public services and revival of local economies all depend heavily on the ability of security forces to maintain stability.
Zulum’s meeting with the Army Chief therefore underscores the state government’s continued reliance on close coordination with the military as it seeks to consolidate security gains recorded in several communities.
Security Before Reconstruction
Since assuming office, Zulum has repeatedly linked the restoration of normalcy in Borno to sustained security operations, while his administration has provided various forms of logistical support to security agencies operating across the state.
The support has been directed towards strengthening the operational capacity of security personnel and creating an environment where residents can safely return to their communities.
The governor’s latest engagement with the Army leadership comes at a time when troops continue to conduct intelligence-led operations designed to disrupt terrorist networks, logistics and freedom of movement.
For the state government, however, the objective extends beyond defeating terrorist elements. The larger challenge is to ensure that communities recovered from insurgency remain secure enough for residents to return and rebuild their livelihoods.
Keeping Terrorists From Regrouping
The military has continued offensive and intelligence-driven operations against remnants of Boko Haram and ISWAP across Borno.
The sustained operations are aimed at putting pressure on terrorist networks and preventing them from reorganising or re-establishing operational bases in communities where security has improved.
Against this backdrop, Zulum’s engagement with Lt.-Gen. Shaibu provides another platform for strengthening coordination between the state government and the Army at a critical stage of Borno’s recovery.
Zulum’s Wider Security Engagement
The governor’s meeting in Abuja also reflects his broader approach of maintaining direct communication with senior security officials over developments affecting Borno.
The state government considers effective collaboration with the military and other security agencies essential to sustaining the gains made against insurgency and creating the conditions required for development.

As Borno continues its difficult journey from insurgency towards recovery, the latest meeting between the governor and the Army Chief highlights a central issue facing the state: security must remain strong enough to protect the gains of reconstruction and give returning communities the confidence to rebuild their future.
