From the ashes of insurgency to the corridors of rebuilding and reform, the journey of Borno State Governor, Professor Babagana Umara Zulum, has become one of the most closely watched leadership stories in contemporary Nigeria. Since assuming office in 2019, Zulum has steadily carved a reputation defined by hands-on governance, bold interventions, and an unwavering presence in communities long battered by insecurity and displacement.
Six years on, his administration continues to reflect a blend of academic precision, humanitarian urgency, and political determination—shaping what many describe as a “reconstruction era” for Borno State.
When Zulum took office, Borno was still grappling with the devastating effects of Boko Haram insurgency. Entire communities had been destroyed, thousands displaced, and public infrastructure severely weakened.
Rather than govern from a distance, Zulum quickly became known for his field-based leadership style. He routinely visited remote and high-risk areas, including resettled communities and military-forward locations, often surprising residents with unannounced inspections. This approach earned him both admiration and national attention as a governor deeply embedded in the realities of his people.
His message was simple but consistent: governance must meet the people where they are.
One of the defining pillars of Zulum’s journey has been large-scale resettlement and reconstruction. His administration has worked to return displaced families to their ancestral homes, while simultaneously rebuilding infrastructure destroyed during years of conflict.
Roads, schools, health centres, and housing projects have been rehabilitated or newly constructed across local government areas such as Monguno, Bama, Gwoza, and Damasak. In many cases, entire settlements have been redesigned to improve security, access to water, and essential services.
While challenges persist, particularly in hard-to-reach areas, the gradual return of normalcy in several communities stands as a key milestone of his tenure.
Education has remained central to Zulum’s development agenda. Recognising the long-term consequences of disrupted schooling, his government embarked on mass rehabilitation of schools and recruitment of teachers across the state.
Thousands of children previously out of school due to displacement and insecurity have been gradually reintegrated into classrooms. The administration has also invested in technical and vocational education, aiming to equip young people with skills for self-reliance in a recovering economy.
Borno State University and other tertiary institutions have received infrastructural boosts, reflecting the governor’s academic background and belief in knowledge-driven governance.
Beyond infrastructure, Zulum’s journey has been marked by sustained humanitarian support. His government has distributed food aid, cash support, and relief materials to vulnerable families, particularly internally displaced persons (IDPs).
Efforts have also been made to transition IDP camps into more sustainable resettlement communities, reducing long-term dependency on emergency shelters. Social welfare programs targeting widows, orphans, and persons affected by insurgency have been expanded under his leadership.
These interventions have helped stabilize communities still recovering from years of humanitarian pressure.
Security remains a complex chapter in Zulum’s journey. While significant progress has been recorded in reclaiming territories and restoring civil authority in several LGAs, sporadic attacks and threats continue in some border and rural areas.
The governor has consistently advocated for stronger collaboration between federal security agencies, community leaders, and regional stakeholders. He has also emphasized the need for non-military solutions, including youth engagement, education, and economic empowerment, as long-term strategies to sustain peace.
Despite setbacks, his administration maintains that rebuilding trust between citizens and state institutions is key to lasting stability.
Zulum’s governance style is widely described as unconventional. He is often seen personally supervising projects, engaging directly with contractors, and interacting with citizens without elaborate protocol.
This approach has earned him a reputation for accountability-driven leadership. However, it has also placed significant pressure on his administration to deliver rapidly across multiple fronts simultaneously.
Observers note that his blend of academic discipline—he holds a PhD in Irrigation Engineering—and grassroots engagement gives his leadership a unique balance of theory and practice.
As Borno continues its long journey from crisis to recovery, Zulum’s administration stands at a critical intersection. The foundations laid in infrastructure, education, and humanitarian response are increasingly being tested by population growth, climate pressures, and lingering insecurity in some areas.
Yet, for many residents, the visible changes—from reopened schools to reconstructed towns—signal progress that was once unimaginable during the peak of insurgency.
Professor Babagana Zulum’s journey so far is not a finished story, but an evolving one. It is a narrative of resilience in the face of adversity, of governance driven by urgency, and of a state striving to redefine its future.
Whether history ultimately defines his tenure as transformational will depend on how sustainably the gains of today are consolidated tomorrow. But for now, in the streets of Maiduguri and the rebuilt towns across Borno, his imprint on the state’s recovery journey is unmistakably visible.
