Borno State Governor, Professor Babagana Umara Zulum, has approved the appointment of Engr. Dr. Babagana Mustapha Mallumbe as the Acting Chief of Staff, in a fresh move aimed at strengthening governance and accelerating the state’s long-term development agenda.
Dr. Mallumbe, who previously served as Deputy Chief of Staff (DCOS I) to the Governor, was elevated to the new position as part of a broader administrative reorganisation announced by the Borno State Government.
The governor also assigned portfolios to the 10 newly sworn-in commissioners, directing them to immediately assume duties in their respective ministries.
According to a statement signed by the Secretary to the Borno State Government, Bukar Tijani, the appointments and postings are designed to enhance effective governance and fast-track the implementation of Governor Zulum’s ambitious 25-year Development Plan and 10-year Strategic Transformation Initiatives.
Under the new arrangement, Barrister Hauwa Abubakar was named Attorney General and Commissioner for Justice, while Hon. Bukar Mustapha Dalatu takes charge of the Ministry of Budget and Planning.
Hon. Engr. Lawan Abba Wakilbe was deployed to the Ministry of Education, Science, Technology, and Innovation, while Hon. Umar Lawan Dalorima was assigned to oversee Finance and Economic Development.
In the health sector, Professor Baba Mallam Gana was appointed Commissioner for Health and Human Services, as Professor Usman A. Tar was named Commissioner for Information and Internal Security.
The governor also appointed Hon. Sugun Mai Mele as Commissioner for Local Government and Emirate Affairs, while Hon. Aliyu Mohammed Lawan Buba was posted to the Ministry of Transport and Energy.
Hajiya Zuwaira Gambo was assigned the Ministry of Women Affairs and Social Development, while Hon. Saina Buba will oversee the Ministry of Youths, Sports, and Poverty Alleviation.
The latest appointments are seen as part of Governor Zulum’s continuing efforts to reposition governance structures in the insurgency-hit state and drive development-focused reforms across critical sectors.
Political observers say the inclusion of technocrats, academics, and experienced public officials reflects the administration’s determination to strengthen service delivery and sustain ongoing reconstruction and recovery programmes in Borno State.
The government stated that all commissioners are expected to take over the affairs of their ministries with immediate effect.
