The Yobe State Government has commenced a strategic review of its Human Capital Development and Democratic Dividend (HCD-DD) programmes, with a renewed focus on improving education, healthcare, employment opportunities and skills development across the state.
The three-day high-level review meeting, being held in Kano, is examining the implementation of the Yobe State HCD-DD Strategic Plan 2025–2027, with government officials and development partners assessing progress made so far and identifying areas requiring urgent attention.
The meeting is being chaired by the Deputy Governor, Hon. Idi Barde Gubana, who was represented at the opening session by the Head of the Civil Service, Alhaji Abdullahi Musa Shehu.
Gubana said the review was an important opportunity for stakeholders to take a critical look at the state’s human capital interventions, assess their impact and develop practical strategies to overcome challenges affecting implementation.
He stressed that the administration of Governor Mai Mala Buni considers investment in human capital a key pillar of sustainable development, particularly in areas such as education, healthcare, job creation and acquisition of relevant skills.
According to him, strengthening the capacity and wellbeing of citizens remains essential to building a productive population capable of contributing meaningfully to the development of Yobe.
The Deputy Governor also underscored the importance of reliable data in the planning, monitoring and evaluation of government programmes.
He explained that properly managed and accurate data would enable the government to track interventions, measure their effectiveness and clearly document the results achieved across different sectors.
Gubana commended development partners for their contributions to Yobe’s human capital development agenda, with particular appreciation to Lafiya UK for its continued support to the HCD-DD programme.
He reaffirmed the state government’s determination to sustain investments that improve the lives, opportunities and capabilities of its citizens.
In her goodwill message, the Technical Lead of Lafiya UK, Hajiya Hassana Adamu, praised the Yobe Government for maintaining its commitment to human capital development.
Adamu said the administration’s efforts to improve citizens’ wellbeing had encouraged Lafiya UK to continue supporting the state’s HCD-DD initiatives.
The meeting also featured detailed presentations on interventions in the health and basic education sectors.
The Commissioner for Health and Human Services, Hon. Mohammed Lawan, and the Permanent Secretary, Ministry of Basic Education, Hadi Usman, presented reports highlighting achievements recorded so far, challenges affecting service delivery and recommendations for strengthening future interventions.
Earlier, the HCD-DD Focal Person described the Council as the apex decision-making platform for human capital development and democratic dividend initiatives in the state.
He urged participants to engage actively in the deliberations and ensure that the outcome of the meeting translated into realistic and implementable strategies rather than remaining merely as policy recommendations.
He also commended Governor Mai Mala Buni for his continued support for the Council and its programmes.
The review is expected to improve coordination between government institutions and development partners, tackle implementation bottlenecks and strengthen the delivery of programmes designed to improve the wellbeing, productivity and future prospects of Yobe citizens.
