By: Ali Mamman Shuwa – GM BRTV.

Senator Kaka Mallam Yale stands among the distinguished sons of Borno State whose life and career were defined by humility, dedication and an enduring commitment to public service.
His was a remarkable journey through the various levels of government and public administration, from local government service to the State Civil Service and, ultimately, the National Assembly of the Federal Republic of Nigeria.

Senator Kaka Mallam Yale was, above all, a true servant of the people. His deep understanding of grassroots administration and his passion for the development of local communities distinguished him throughout his career.

His strong connection with local government administration was particularly evident in Konduga Local Government, where he served first as Sole Administrator and later as an elected Chairman of the Local Government Council. In those positions, he demonstrated leadership that was close to the people, responsive to their needs and committed to the welfare of the communities he served.

His experience at the grassroots prepared him for greater responsibilities. Senator Kaka Mallam Yale subsequently served as a Director in the State Emergency Management Agency, where his understanding of the challenges facing vulnerable communities further strengthened his contribution to public service.

He also rose through the State Civil Service, attaining the position of Permanent Secretary and Director-General, a testimony to his competence, experience and commitment to duty.

His political journey was equally remarkable. He served as the Borno State Chairman of the United Nigerian Congress Party, providing leadership and direction to the party at the state level.

His political career eventually took him to the Nigerian National Assembly, where he represented Borno Central Senatorial District. He assumed the senatorial seat following the emergence of Senator Ali Modu Sheriff as Governor of Borno State. At the National Assembly, Senator Kaka Mallam Yale carried with him the values that had characterized his earlier years of service humility, accessibility and dedication to his constituents.

His return to Borno State after his tenure in the National Assembly marked another important chapter in his public service career. He was appointed Chairman of the Borno State Local Government Service Commission, a position that brought him back to the institution that had been central to much of his professional life.
Under his leadership, the Commission completed the first year and subsequently the second year of his administration, with Senator Kaka Mallam Yale bringing to the assignment his wealth of experience in local government administration, civil service and politics.

For him, local government was not merely an administrative structure. It was the foundation of governance closest to the ordinary people. His years of service demonstrated his belief that effective governance must reach the grassroots and that those entrusted with public responsibility must remain humble and accessible.
Perhaps one of the most enduring qualities for which Senator Kaka Mallam Yale will be remembered is his humility.

Despite the many positions he occupied Sole Administrator, elected Local Government Chairman, Director of the State Emergency Management Agency, Permanent Secretary and Director-General, State Party Chairman, Senator of the Federal Republic of Nigeria, and Chairman of the Borno State Local Government Service Commission—he remained a man who understood the importance of service above status.
His career is therefore not simply a catalogue of political and administrative appointments. It is a story of a man who traversed the local government, state and national levels of governance while maintaining a strong connection with the people.
Senator Kaka Mallam Yale’s contribution to Borno State, particularly to grassroots administration and local government development, will remain an important part of the state’s public service history.

As he completes another significant chapter of his service as Chairman of the Borno State Local Government Service Commission, the people of Borno State have every reason to acknowledge and appreciate his years of sacrifice, commitment and dedication.
Senator Kaka Mallam Yale will be remembered not merely for the offices he occupied, but for the manner in which he occupied them—with humility, dignity, wisdom and a genuine sense of responsibility to the people.

His life in public service offers a valuable lesson to present and future generations: that leadership is not about the position one occupies, but about the people one serves and the positive legacy one leaves behind.

May his contributions to Borno State and Nigeria continue to inspire those who choose the path of public service.

Senator Kaka Mallam Yale: a humble leader, a grassroots servant and a distinguished public servant whose life remains a testimony to dedication, service and commitment to humanity.
