The Gombe State Universal Basic Education Board (SUBEB) has hosted a team from the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Jos, as part of a nationwide assessment of government policies, strategies and institutional systems across Nigeria.
The engagement, which brought together the NIPSS team and the management of Gombe SUBEB, provided an opportunity to examine the implementation of selected education policies and programmes, assess institutional processes and obtain firsthand insights into the realities of basic education administration in the state.
Receiving the delegation, the Executive Chairman of Gombe SUBEB, Professor Hassan Bello, welcomed the team and commended NIPSS for undertaking the assessment, describing periodic evaluation of government policies and strategies as essential to strengthening institutional effectiveness and improving service delivery.
Professor Bello assured the delegation of the Board’s full support and cooperation, noting that SUBEB was prepared to provide the necessary information and facilitate the successful completion of the exercise.
Earlier, the Team Lead, Folashade, explained that the assessment was being conducted simultaneously across the 36 states of the federation to examine selected government policies, strategies and institutional systems.
She explained that the exercise involves the administration of questionnaires to relevant management personnel, followed by interactive engagements to clarify responses and obtain further explanations and justifications, particularly on open-ended questions.
According to her, information gathered from the exercise would be systematically collated and linked with relevant data to produce a comprehensive assessment report. The report, she added, would subsequently be submitted to the Presidency for consideration.
The engagement at Gombe SUBEB moved beyond the completion of questionnaires, as members of the Board’s management participated in a verbal assessment session with the NIPSS team.
The interaction enabled the assessors to seek detailed explanations on policies, strategies, institutional procedures, and implementation mechanisms relating to basic education in Gombe State.
For SUBEB, the exercise also provided an opportunity to highlight the institutional structures and approaches through which education policies are translated into programmes and services at the basic education level.
For the NIPSS team, the direct engagement offered valuable firsthand perspectives on how policies are implemented at the subnational level, including the institutional realities that can influence the effectiveness of government interventions.
The engagement was attended by the Permanent Board Members and the Director of Administration and Finance, and other members of the Board’s management.
The information and insights generated from the exercise are expected to contribute to the broader nationwide assessment being undertaken by NIPSS and provide useful evidence for strengthening policy implementation and institutional performance in Nigeria’s basic education sector.
