— Tasks them on “Building Your Future” Agenda
Katsina State Governor, Malam Dikko Umaru Radda, has announced key appointments into strategic government agencies as part of efforts to strengthen governance and accelerate the implementation of his administration’s “Building Your Future” agenda.
The new appointees include seasoned professionals and technocrats who are expected to drive reforms in road maintenance, enterprise development, civil service management, and pension administration.
In a statement issued by his Chief Press Secretary, Ibrahim Kaula Mohammed, Governor Radda approved the appointment of Engr. Abba Junaidu, MNSE, as Chairman of the Katsina State Road Maintenance Agency (KASROMA).
Engr. Junaidu, a civil engineer with a Master’s degree in Environmental Management, has served in several capacities including Chief Building Officer and Assistant Project Manager at the Ministry of Education, as well as Principal Civil Engineer and Chief Resident Engineer at the Ministry of Works.
The Governor also named Dr. Babangida Ruma as Director General of the Katsina State Enterprise Development Agency (KASEDA). Dr. Ruma, a globally recognized technologist and entrepreneur, has earned the admiration of the UNESCO Institute for Information Technologies in Education, which once described him as the “Father of Technology and Innovation” for his pioneering contributions to digital development.
He previously served as Technical Assistant to the Governor on Enterprise Development and is well known for his passion for youth empowerment and innovation.
In another appointment, Idris Usman Tune has been named Chairman of the Katsina State Civil Service Commission. A political scientist with postgraduate qualifications in public administration and communication, Tune served as the state’s Head of Service until May 2023 and has a long record of service across multiple government agencies.
Governor Radda also approved the constitution of the Katsina State Pension Bureau, with Ibrahim Boyi Dutsinma as Part-Time Chairman. Other members include Musa Rabiu Mahuta (Executive Director, Finance and Administration), Abbati Ibrahim Masanawa (Executive Director, Operations), Usman Shehu (Executive Director, ICT and Database Management), and Dr. Faruk Aminu as Independent Observer.
Representatives from Ministries, Departments, Agencies (MDAs), and labour unions will also serve on the Bureau, in line with provisions of the Katsina State Pension Reform Law 2025.
Similarly, the Governor approved the reconstitution of the State and Local Government Pension Transition Board with Hon. Muntari Dan Ammani as Executive Secretary and Garba Sanda Mani, MNI, as Part-Time Chairman. Dr. Faruk Aminu will also serve as Independent Observer.
While congratulating the appointees, Governor Radda urged them to be fully committed to service delivery and transparency, stressing that the new leaderships must embody the values of accountability and innovation that define his administration’s governance philosophy.
“These appointments are based on merit, competence, and the need to deliver results for the people of Katsina State,” the Governor said. “I expect every one of them to align their work with our Building Your Future development vision.”
The appointments take immediate effect.
