In a political development that has stirred excitement across party ranks in Katsina State, the emergence of Dr. Bishir Gambo Saulawa as the new Chairman of the All Progressives Congress (APC) in Katsina State has been widely celebrated by party members and political stakeholders.
Party loyalists say Saulawa’s rise to the top position did not happen by chance. Rather, they point to his long and rich history of service across different levels of governance — from grassroots leadership to high-level advisory roles — as proof that the party has chosen a seasoned hand to steer its affairs.
Dr. Saulawa’s political and administrative journey reflects a steady climb through various responsibilities that have shaped his experience in governance and public service.
His early political engagement began at the grassroots, where he served as a Supervisory Councillor, gaining firsthand experience in local governance and community administration.
Those who worked with him during that period recall his dedication to addressing local concerns and strengthening the relationship between government and the people.
From there, Saulawa went on to serve as a Local Government Chairman, a role that placed him at the center of policy implementation and grassroots development. During his tenure, he was credited with fostering cooperation between local authorities and community leaders, helping to push forward development initiatives.

In addition, he held the role of Special Adviser on Labour and Productivity, focusing on issues affecting workers and labour relations within the state. Colleagues from that period say his approach often emphasized dialogue and cooperation between government and labour unions.
Dr. Saulawa also served as Special Adviser on Sanitation to the President, a role that broadened his exposure to national-level policy initiatives focused on public health and environmental cleanliness.
His leadership experience includes service as Commissioner for Sports and Community Development, where he championed grassroots sporting activities and community development programmes.
He was also appointed Commissioner for Lands and Survey, overseeing land administration, mapping, and property-related policies in the state.
Saulawa’s work in the health sector came through his appointment as Commissioner for Health, where he contributed to efforts aimed at strengthening healthcare delivery and improving access to medical services.
Furthermore, he served as Commissioner for Water Resources, focusing on policies designed to improve access to potable water and support water infrastructure development across communities.
With such a broad spectrum of leadership roles behind him, party stakeholders believe Dr. Saulawa brings a rare combination of grassroots understanding, administrative experience and political strategy to the chairmanship of the ruling party in Katsina State.
