….Govt expands solar energy capacity, tackles power supply challenges
The Katsina State Executive Council has approved strategic policy decisions aimed at promoting effective governance, fostering partnerships with development organizations, and strengthening the state’s energy infrastructure.
The approvals were granted today during the 3rd Regular Meeting of the State Executive Council for 2026, held at the Council Chamber of General Muhammadu Buhari House and presided over by Governor Malam Dikko Umaru Radda.
Briefing journalists after the meeting, the Commissioner for Information and Culture, Dr. Bala Salisu Zango, said the Council’s decisions reflect the administration’s commitment to inclusive governance, youth empowerment, and sustainable development.
The Head of Civil Service, Alhaji Falalu Bawale, highlighted key decisions concerning governance, capacity building, and security.
The Council approved the implementation of recommendations from the High-Level Consultation on Security and Governance convened by the Governor.
“The recommendations, submitted by distinguished sons and daughters of the state, provide a roadmap for peace, prosperity, and progress in Katsina State,” he stated.
He added that the Council approved the establishment of a Peace-Building Committee as outlined in the report.
“While the document is comprehensive, copies will be made available to the press for a detailed review,” he said.
The Executive Secretary of the Katsina State Development Management Board, Dr. Mustapha Shehu, provided details on a new policy governing the recruitment and operations of NGOs and international development organizations.
“The Recruitment Policy for INGOs and NGOs is designed to promote equitable and inclusive recruitment practices, prioritizing qualified citizens and residents of Katsina State,” he said.
The policy ensures transparency and oversight in employment processes while institutionalizing structured coordination between all organizations and the State Development Management Board.
“All local and international organizations are required to adhere to civil service rules under the Head of Civil Service and comply with the new guidelines. This guarantees fair opportunities for young people, strengthens organizational capacity, and promotes ownership, sustainability, and job creation,” Dr. Shehu added.
He also emphasized the Council’s commitment to capacity building within the civil service, noting that training programs will be reviewed to ensure effectiveness, value for money, and long-term sustainability across projects and Ministries, Departments, and Agencies.
The Special Adviser on Power and Energy, Mr. Hafiz Ahmed, outlined the Council’s decisions in the energy sector.
The Council approved the installation of a 500 kilowatt-peak solar PV array and a 2 megawatt-hour battery energy storage system for public buildings.
“This expansion will support off-grid operation, improve energy security, reduce operational costs, and ensure uninterrupted power supply across critical state facilities,” he explained.
The Council reaffirmed that all decisions align with Governor Radda’s commitment to citizen-centred governance, local capacity development, sustainable energy solutions, and improved social services for the people of Katsina State.
