Katsina State Government has proposed a ₦828.64 billion budget for the 2027 fiscal year, with a massive 77 per cent of the spending plan earmarked for capital projects as Governor Dikko Umaru Radda’s administration intensifies its development drive.
The proposed budget was approved by the Katsina State Executive Council during its 14th regular meeting, chaired by Governor Radda.
The council also gave the green light to a number of major interventions covering healthcare, road construction and public transportation, reflecting the administration’s focus on infrastructure and improved public services.
Speaking to journalists after the meeting, Commissioner for Information and Culture, Dr. Bala Salisu Zango, said the council’s decisions were designed to accelerate development, strengthen government services and improve the living conditions of residents across the state.
The Commissioner for Budget and Economic Planning, Mallam Malik Anas, disclosed that the 2027 proposal stands at ₦828,638,844,091.48, representing a reduction of about ₦69.23 billion from the approved 2026 budget.
According to him, the state expects to finance the budget through several revenue streams, including ₦95.77 billion in Internally Generated Revenue (IGR), capital receipts of about ₦234.9 million, and other receipts and revenue sources projected at approximately ₦487.76 billion.
The government is also projecting an opening balance of about ₦10.7 billion at the commencement of the 2027 financial year.
Anas said the spending plan is heavily tilted towards development, with 23 per cent allocated to recurrent expenditure and 77 per cent reserved for capital expenditure.
Education, Health, Agriculture Take Centre Stage
Breaking down the capital allocation, the commissioner said the Social Sector received the largest share at 38.33 per cent, followed by the Economic Sector with 35.59 per cent, while the Administration Sector got 23.97 per cent. Law and Justice was allocated 1.11 per cent.
Sector-specific priorities include Education, 13.41 per cent; Works, Housing and Transport, 11.22 per cent; Agriculture and Livestock Development, 10.33 per cent; Health, 8.41 per cent; and Rural Development, 7.92 per cent.
Other Ministries, Departments and Agencies collectively account for 48.98 per cent of the capital expenditure allocation.
The proposed spending plan is expected to finance key projects and programmes aimed at improving infrastructure, strengthening essential services and expanding economic opportunities for residents.
Anas said the complete details of the 2027 budget would be unveiled when Governor Radda formally presents the proposal before the Katsina State House of Assembly for consideration and approval.
With the emphasis on capital spending, the proposed budget signals the Radda administration’s intention to channel a larger portion of the state’s resources into projects expected to have direct and lasting impact on the people of Katsina.
