The Katsina State House of Assembly has commemorated its second anniversary by unveiling a record of over 40 impactful laws passed since the inception of the 8th Assembly.
The Speaker, Rt. Hon. Nasir Yahaya Daura, announced the achievement in a commemorative address marking two years of legislative service, noting the Assembly’s firm dedication to enacting laws that reshape governance and directly uplift the lives of the citizens of Katsina State.
Among the notable legislative interventions, the Speaker cited laws designed to fortify security, enhance local participation in governance, stimulate economic empowerment, and promote transparency and accountability in public service.
A key achievement highlighted was the establishment of the Katsina State Community Watch Corps, a grassroots security initiative that mobilizes and integrates community efforts with formal security agencies to counter the threats of banditry and kidnapping across the state.
Also standing out is the creation of the Katsina State Community Development Programme (CDP), which formalizes community involvement in development decision-making, giving local populations a stronger voice and stake in planning and implementing key projects.
To foster economic inclusion, the Assembly enacted the Katsina State Enterprise Development Agency (KASEDA) law. This provides tailored support for small businesses, youth, women, and vulnerable groups through grants, training, and mentoring, aiming to reduce unemployment and diversify the state’s economy.
One of the Assembly’s most transformative pieces of legislation is the Katsina State Geographic Information Service (KTGIS) law. This innovation introduces a digital overhaul of land administration, replacing manual processes with a unified digital system for land records. The move is expected to curb fraudulent claims, expedite certification processes, and increase transparency in property ownership and land use.
In the agricultural sector, two major laws were introduced: the Katsina State Irrigation Authority Law, which enhances year-round farming via modern irrigation systems, and the Katsina State Water Users Association Law, which empowers communities to sustainably manage water resources for both agricultural and domestic needs.
Further reinforcing good governance, the Katsina State Assets Management Law was enacted to establish a centralized and digital registry for tracking government assets, aimed at preventing misuse and ensuring optimal asset utilization.
Speaker Daura expressed sincere appreciation to Governor Malam Dikko Umaru Radda, PhD, CON, for his steadfast cooperation and respect for legislative autonomy, which he described as vital to the Assembly’s high productivity and success.
He reaffirmed the Assembly’s commitment to sustaining this momentum, promising more people-focused laws that will accelerate development, improve governance structures, and enhance service delivery across the state.
With over 40 bills enacted in just two years, the Eighth Katsina State House of Assembly continues to set a high legislative standard—laying a strong foundation for progress in security, economy, agriculture, resource management, and overall public welfare.
