The Katsina State Executive Council has approved a number of key policy decisions and development interventions aimed at strengthening agriculture, improving healthcare delivery, advancing digital governance, and accelerating infrastructure and economic growth across the State.
The approvals were taken today at the 2nd Regular Meeting of the State Executive Council for 2026, held at the Upper Chamber of the General Muhammadu Buhari (GMB) House, Katsina, and presided over by His Excellency, the Governor of Katsina State, Malam Dikko Umaru Radda.
Briefing journalists after the meeting, the Commissioner for Information and Culture Dr Bala Salisu Zango said the decisions underscore the administration’s resolve to deliver concrete dividends of democracy to the people in line with the Building Your Future Agenda.
The Commissioner for Agriculture, Hon. Aliyu Lawal Shargalle, announced that the Council approved the procurement of 20,000 metric tonnes (400,000 bags) of assorted NPK 20:10:10, NPK 15:15:15 and Urea fertilizers for the 2026 wet season farming.
“This intervention is aimed at ensuring the timely availability of quality farm inputs to our farmers at subsidised rates,” he said. “It will boost productivity, enhance food security and improve the livelihoods of rural communities across Katsina State.”
On farm mechanisation, he disclosed that Council reviewed the strategic plan for the effective utilisation and maintenance of tractors and implements at the Farm Mechanisation Centres in the 34 Local Government Areas.
“So far, the tractors have cultivated over 7,000 hectares for more than 8,000 farmers. Council therefore approved measures to strengthen the security of the equipment and expand access to farmers at more affordable rates,” he added.
Speaking on digital transformation, the Director-General of KATDICT, Mr. Naufal Ahmed, said the Council adopted the iKatsina Framework as the State’s foundational Digital Public Infrastructure.
“The iKatsina Digital Resident Identification System will provide a unified and secure platform for citizens to access government services across MDAs,” he explained. “This will promote efficiency, transparency and data-driven governance, while simplifying service delivery for the people of Katsina State.”
The Commissioner for Budget and Economic Planning, Hon. Malik Anas, presented the 2025 Budget Performance Report, highlighting impressive achievements in revenue generation and capital project implementation.
“The 2025 Revised Budget stood at ₦692.24 billion, out of which ₦565.28 billion was realised, representing an 81.66 per cent performance,” he said. “Recurrent revenue achieved 72.8 per cent, while capital receipts recorded 85.99 per cent, reflecting improved fiscal discipline and growing investor confidence.”
On expenditure, he stated that “out of the total provision, ₦482.21 billion was expended, representing 69.69 per cent. Capital expenditure alone amounted to over ₦343.53 billion, demonstrating the administration’s strong commitment to infrastructure development.”
He further revealed that the Ministry will organise a detailed press conference to present a comprehensive analysis of the 2025 budget performance and outline the priority areas of the 2026 Budget.
On healthcare, the Special Adviser on Local Government and Inspectorate, Hon. Lawal Rufai Safana, said the Council approved a strategic plan to optimise and sustain Primary Health Care Centres across the State.
“Council approved the recruitment of additional healthcare personnel and traditional birth attendants to ensure 24-hour service delivery in at least one PHC in each of the 361 wards,” he said.
He added that the State Government will also procure tricycles for emergency referrals in rural areas and install solar inverter systems in all the 229 Primary Health Care Centres to guarantee uninterrupted power supply.
“These interventions will greatly improve access to quality healthcare, particularly for women, children and vulnerable groups in hard-to-reach communities,” he noted.
The Council reaffirmed that all the approvals are in line with Governor Radda’s commitment to inclusive development, food security, digital transformation and improved social services for the people of Katsina State.
