Libya has handed the reins of its youth development agenda to a fast-rising figure, Eng. Hitam Al Zahaf, whose appointment as Minister of Youth is already being hailed as a bold shift toward generational leadership.
The decision by Prime Minister Abdul Hamid Dbeibeh of the Government of National Unity signals a growing confidence in young technocrats to drive national transformation at a critical time in Libya’s history.
Al Zahaf, an alumnus of the Nasser Fellowship for International Leadership, is no stranger to the corridors of youth policy and grassroots mobilization. Over the years, he has carved a niche as a strategic thinker and mobiliser, championing initiatives that unite young people across Libya’s diverse regions and amplify their voices in governance.
His journey to the top job is rooted in a track record of impact. As Director of the Youth Empowerment Department, he led sweeping reforms that revitalised youth-focused programmes and strengthened the Local Youth Councils Project—an initiative widely seen as a cornerstone for inclusive participation.
He further cemented his reputation by spearheading the “Leaders of Hope” programme, a flagship initiative designed to groom young leaders with the capacity to navigate Libya’s complex socio-political terrain.
His leadership extended to national assignments, including chairing the Higher Committee for Youth Camps and playing key roles in organizing youth elections and major national events.
Within institutional frameworks, Al Zahaf remained a driving force. His contributions to the Libyan Youth Hostels Association helped modernise operations, enhance coordination, and expand opportunities for youth engagement nationwide.
On the regional and continental stage, he has maintained a visible footprint, holding memberships in influential bodies such as the Arab Youth Council and the Pan-African Youth Union, underscoring his cross-border appeal and policy reach.
Reacting to the development, Hassan Ghazaly of the Nasser International Forum described the appointment as a “moment of pride,” noting that it reflects the growing success of leadership pipelines aimed at empowering young changemakers across the Global South.
Observers say Al Zahaf’s elevation is more than just an appointment—it is a statement. At a time when Libya seeks stability and renewal, the emergence of a youth-driven voice at the ministerial level could redefine governance and inspire a new wave of civic participation.
For many young Libyans, the message is clear: the future is no longer distant—it has arrived.
