FG Fires Back: EO9 Not “Law-Making,” Just Protecting Nigeria’s Revenues

Borno State Government

The Federal Government has hit back at critics accusing the Presidency of overreach, insisting Executive Order 9 (EO9) is about enforcing the Constitution—not making law.

In a strong statement on February 23, 2026, Tanimu Yakubu, Director-General of the Budget Office of the Federation, explained that EO9 ensures all petroleum revenues—royalties, taxes, profit oil, penalties, and related receipts—flow directly into constitutionally recognised accounts. The move, he stressed, strengthens transparency, accountability, and proper reconciliation across the sector.

“EO9 does not alter legislation or interfere with the National Assembly,” Yakubu said, noting that the order simply upholds Sections 80(1) and 162 of the Constitution, which require all federal revenues to enter the Consolidated Revenue Fund before allocation or spending.

Federation revenues is essential for FAAC distributions, budget credibility, and national economic stability, adding that any legal disputes over EO9 belong in court, not public debate.

The government’s clarification comes amid heated commentary, sending a clear message: EO9 is about fiscal discipline, not presidential power grabs.
