The Katsina State Government, under the leadership of His Excellency Malam Dikko Umaru Radda PhD CON, has issued a press release to clarify the state’s position on community security, addressing recent misinterpretations that have surfaced in the public domain.

In light of growing concerns about the security situation, particularly in the state’s eight frontline local government areas, there have been numerous inquiries and speculations regarding whether citizens have been advised to arm themselves against banditry.

Dr. Nasir Muazu, the Katsina State Commissioner of Internal Security and Home Affairs, has categorically stated that the government has not, at any point, directed citizens to independently acquire arms for self-defence.

Instead, Dr. Muazu emphasized that the Katsina State Government is adopting a more structured and proactive approach to tackling the security challenges faced by communities, particularly those in remote and hard-to-reach areas.

Central to this approach is the implementation of the Community Volunteer Groups (CVG) programme, which seeks to involve local residents directly in the security architecture of their communities, albeit under strict supervision and regulation.

“The government’s initiative is not about encouraging vigilantism or individual armament,” Dr. Muazu explained.

“Rather, it is about empowering communities through organized and controlled means, ensuring that they are better equipped to defend themselves within the bounds of the law.”

The Community Volunteer Groups have been established as a first line of defence for communities that are often isolated and where immediate intervention by security forces may be delayed due to geographical challenges.

These volunteers, who are carefully vetted, trained, and equipped by the state government, are provided with Dane Guns—a type of firearm that is permitted under Nigerian law. This measure is intended to serve as a last resort in situations where immediate defensive action is necessary to protect lives and property.

Dr. Muazu further elaborated on the philosophy behind the initiative, noting that by equipping local residents with the knowledge and tools required for self-defence, the state government is not only enhancing the security of these vulnerable communities but also fostering a sense of ownership and responsibility among the citizens in the fight against insecurity.

“The introduction of the Community Volunteer Groups is a clear demonstration of the Katsina State Government’s resolve to involve its people in the collective fight against insecurity,” Dr. Muazu said. “This initiative is a testament to the government’s commitment to ensuring that every community, no matter how remote, is not left to fend for itself in the face of banditry and other criminal activities.”

The Katsina State Government also reaffirmed its commitment to working closely with federal security agencies, ensuring that the CVG programme complements broader security efforts across the state.

Dr. Muazu assured citizens that the government’s approach is both legal and ethical, designed to enhance the overall security landscape without compromising the rule of law.

Press release concludes with a reassurance that the Katsina State Government, under Governor Dikko Umaru Radda’s leadership, will continue to prioritize the safety and security of all its citizens.

The government remains dedicated to creating a peaceful and stable environment where residents can live without fear and contribute to the development of the state.
