In a bold effort to enhance grassroots governance, the Borno State Local Government Service Commission (LGSC) has conducted a comprehensive capacity-building programme for 300 staff members across its 27 local government areas.
The intensive three-day training, which ran from July 8 to 10, brought together council secretaries, departmental heads, senior accountants, and cashiers. The focus was on strengthening administrative efficiency, sharpening financial documentation and reporting skills, and fostering ethical leadership to drive transparency and professionalism in local councils.
Delivering the keynote address, LGSC Chairman Hon. Modu Alhaji Musa reaffirmed the commission’s commitment to cultivating a disciplined, results-driven local government workforce. He emphasized the importance of teamwork, information sharing, and equitable distribution of responsibilities among staff. He also revealed plans for ongoing training programmes, beginning in Biu, for officers on Grade Levels 07 to 14. Future promotions, he stated, would be strictly merit-based and tied to performance evaluations and available vacancies.
Commissioner for Local Government and Emirates Affairs, Hon. Sugun Mai Mele, hailed the training as a landmark in Borno’s drive toward decentralised, accountable governance. He called on local government authorities to adopt uniform procedures and phase out informal practices that undermine transparency and oversight.
Participants benefited from expert-led sessions facilitated by renowned academics and financial professionals, including Prof. Fatima Alfa Tahir and Dr. Mai Adamu Yau. The lectures explored critical themes such as budget formulation, strategic planning, and fiscal discipline.
Speaking on behalf of the attendees, Chairman of the Forum of Council Secretaries, Modu Mustapha Tokkebe, expressed gratitude to the LGSC and partners for the initiative. He pledged that participants would translate the lessons learned into impactful reforms at the local level.
Other prominent figures at the event included Dr. Bulama Mali Gubio, Chairman of the Borno State Civil Service Commission; Hajja Aisa Umara, Permanent Secretary of the LGSC; and Babagana Laminu, FCNA, who represented the Auditor General for Local Governments.
The training recorded strong turnout from LGA chairmen, directors, and policy stakeholders, signaling a reinvigorated commitment to effective service delivery throughout Borno State’s local government framework.
